Preheat oven to 375 degrees.
In a medium bowl, cream together butter, 3/4 cup brown sugar and 3/4 cup white sugar.
Mix in the eggs and vanilla.
In a separate bowl, combine the flour, baking soda, cream of tartar, and salt.
Combine the creamed ingredients with the dry ingredients. Once combined, add in the food coloring. Mix well.
In a separate small bowl, stir together the 2 Tbsp white sugar and 2 tsp cinnamon.
Roll dough into walnut-sized balls (about a Tbsp). Then, roll the balls in the cinnamon and sugar mixture.
Place them onto an un-greased cookie sheet, two inches apart.
Bake on 375 for 8-10 minutes.
Remove from sheets after 15 minutes to cool on a wire rack. Cookies continue to solidify and collapse as they cool.
