Preheat oven to 375, and line cookie sheets with parchment paper.
In a medium bowl, cream together 1 cup softened butter and 1 1/2 cups sugar.
Stir in 2 eggs, and mix together until completely combined.
In a separate bowl, sift together the 2 3/4 cups of flour, 1 tsp baking soda, 2 tsp cream of tartar, and 1/2 tsp salt.
Once combined, stir into the creamed mixture and blend well.
In a different small bowl, stir together the 2 Tbsp white sugar and 2 tsp cinnamon.
Roll dough into walnut-sized balls (about 1 Tbsp). Then, roll the balls in the cinnamon-sugar mixture.
Place cookie balls onto lined cookie sheets, two inches apart.
Bake for 8-10 minutes. Remove from sheets after 15 minutes to cool on a wire rack. Cookies continue to solidify and collapse as they cool.
